Payoneer is a service available in Japan as a receiving account for things like "eBay" sales proceeds or "Adobe Stock" earnings, but around May 2023 its fee structure was revised, and users who only deal in small transactions now need to be careful.
Users with annual receipts under 2,000 USD will be charged a 29.95 USD fee
Going forward, Payoneer will collect a fee of 29.95 USD (about 4,400 yen at the time of writing) from users whose annual receipts are under 2,000 USD (about 300,000 yen at the time of writing). (Until now, the fee was only charged when there were no transactions at all for the year.) This fee is collected simply for holding an account, so users whose activity is centered on small transactions need to be careful.
If you do not receive payments totaling 2,000.00 USD (or the equivalent) within 12 months, a fee will be charged.

The fee is automatically deducted as soon as a deposit comes in
Once your account becomes subject to the fee, the moment any deposit arrives, an item labeled "Annual account fee — partial charge" will be deducted immediately. The deduction still goes through even when the deposit is less than 29.95 USD.

It looks like Payoneer doesn't actively dun you for the fee when there are no deposits at all, but if you finally send some money in after a long pause, you may be in for a shock when you look at the balance. With the weak yen lately, the fee comes out to more than 4,000 yen in JPY terms, so anyone still holding an account should keep an eye on this.
